Overview

Internal Security’s (InSec) primary goal is maintaining security and stability within 6th Fleet. InSec's seconday goal is ensuring the protection of 6th Fleet assets. InSec accomplishes its tasks with cutthroat tactics and near-impunity, acting upon their aegis granted by the Strategically Integrated Coalition Of Nations (SICON).  Because of this entrusted authority, great care is taken when hand-selecting each personnel for an assignment.  Despite near-impunity, InSec personnel still fall within standard military rank hierarchies.

History

  • (2074) Federal Stellar Authority (FSA) founded.
  • (April 21, 2078) Free Io Incident; FSA technologically unable to respond in timely manner to distant threat resulting in 17,000 deaths.
  • (May 14, 2100) Hesperus Incident; Federal Council deemed need to absorb the FSA.
  • (April, 4 2100) Strategically Integrated Coalition of Nations (SICON) founded. Was handed direct control of Military assets by the Federal Council.
    • SICON established Federation Marines, to serve under the Federation Fleet; dedicated to protecting Federation Fleet assets and personnel.
    • SICON established Mobile Infantry as primary military force.
  • (June 2278) After the incidents involving then-Sky Marshal Anoke and the deployment of a Q-Bomb, SICON ordered a reorganization of the Federal Marines, resulting in Military Intelligence joining with Federation Fleet to allow Marines enough influence and training to investigate and prosecute questionable incidents rather than focus on protection of assets.
  • (September 2297) Omega Incident. After the events of the Omega Incident, SICON deemed it necessary to readjusts the focus of Federal Marines yet again. The Marines were now tasked with the defense and protection of all Federal interests. While this shift in direction did undo prior changes, it also affected how the Federal Marines would be acknowledged. Federal Marines, once under the Federation Fleet, is now controlled by Military Intelligence alone.

Hierarchy Structure

InSec has two sub-divisions within its hierarchy structure: Federal Marines and Operatives. Marines are subordinate to their Operative co-workers.

Federal Marines

Federal Marines, once divided between Marine Deputies and Federal Marines, are now reunited to serve a common goal. Marines were originally tasked with the protection of Fleet assets and personnel after the Hesperus Incident, but now, their services extend to all Federal assets.

A Marine will also hold jurisdiction over Non-Military Personnel, meaning that they can be easily utilised to occupy 6th Fleet colonies; eliminating civil unrest and maintaining order. They will be trained thoroughly to ensure that they can undertake this task.

In addition to what a Mobile Infantry trooper is exposed to, a Marine is trained to work with fellow Marines to carry out assigned objectives while working either with or without Mobile Infantry guidance. The purpose of this training is not only to encourage a Marine to be more capable of working through difficult challenges in smaller groups, but it also heavily encourages more free thought and critical thinking than what the Mobile Infantry would normally be train their own for.

A Marine's training is never ending. SICON has ordered that Marines to dedicate their free time to training and preparing for "Worst Case Scenarios". While WCS is a broad term, it primarily revolve around protection of HVT’s and the prevention of destabilization within the Federation. With this training, a Marine ensures stability within the Federation.

A Marine has been sworn off from pursuing any non-essential, non-critical, or non-life-threatening cases. The only time a Marine would be called to a scene would be if it involved a Felony incident, such as those indicated within the Federal Articles.

In regards to organizational structure,

After completing their initial training at a Federal Marine bootcamp, the Marine is granted the rank of Third Specialist and attached to a garrison onboard a Federation vessel or within a Federal compound. After completing their introduction training, the Marine will be assigned to a fireteam that is comprised of approximately six Marines, led by a single Master Specialist and two Senior Specialists. The fireteam is responsible for its own success; any failures of duty carried out by one member shall result in the punishment of the entire fireteam. Above each fireteam is a Technical Sergeant, who acts as the garrison's Executive Officer, and reports directly to the garrison's Commissioned Officer.

Operatives

Operatives specialize in advanced topics that exist solely to recognize, isolate, and pacify problematic individuals and their behaviors, often times, even before a seditious thought crosses the target's mind.  Operatives are unquestionably loyal to the Federation, each having had their willpower and determination proven during their Federal career.

While a Marine would handle the more hands-on tasks, an Operative would typically be found granting instruction and preparing the Marines for their assignments. When it comes time for grace and cunning, an Operative takes the reigns from the Marines. It is not uncommon for an Operative to be flanked by a Marine escort.

Equipment / Gear / Codes

Internal Security as a whole is allowed access to a wide variety of weaponry and advanced equipment that could be of use to Marines and Operatives; however, there are certain restrictions on who is allowed to access what.

Marines

Marines have a more regulated list of equipment that they keep on their persons depending on the scenario at hand depending on if they are within their assigned area of operations or are deployed. For moments where the Marine garrison is on-station, they utilize a series of Codes to indicate level of activity and readiness. While the gear may not change much from Yellow to Red, the Marines' mentality and readiness rapidly changes.

Code Green

Default code during periods of rest or relative peace. Marines are at a 'relaxed' state and are only equipped to deal with minor incidents. Marines will task themselves or be assigned to run frequent patrols. Upon confirmation of threat, Marines are tasked with elevating/de-escalating Codes to appropriate level (Yellow for Minor, Orange for Moderate, Red for Deadly). Only a garrison's Executive or Commissioned Officers may call a de-escalation back to Code Green.

Code Yellow

Default code during periods of uncertainty or dismissable stress. While Command staff determine legitimacy of concern, Marines are dispatched in small groups and are tasked with patrolling assigned areas to confirm threats and relay to Command staff. Upon confirmation of threat, Marines are tasked with elevating/de-escalating Codes to appropriate level (Yellow for Minor, Orange for Moderate, Red for Deadly). Only a garrison's Executive or Commissioned Officers may call a de-escalation back to Code Green.

Code Orange

Default code during periods of certain incursion or immediate threat. Marines are dispatched in small groups or Fireteams and are tasked with stationing themselves nearby priority areas or personnel for deterring inevitable assault. Upon confirmation of threat, Marines are tasked with elevating/de-escalating Codes to appropriate level (Yellow for Minor, Orange for Moderate, Red for Deadly). Only a garrison's Executive or Commissioned Officers may call a de-escalation back to Code Green.

Code Red

Default code during periods of active incursion. Marines are engaging enemy forces from their assigned posts. Upon confirmation of threat, Marines are tasked with elevating/de-escalating Codes to appropriate level (Yellow for Minor, Orange for Moderate, Red for Deadly). Only a garrison's Executive or Commissioned Officers may call a de-escalation back to Code Green.

On Deployment

All Marines assigned to a deployment are to assume Code Orange or Code Red, as dictated by superiors or encounters during the operation(s).

Operatives

Unlike their Marine co-workers, Operatives are trained and allowed to check out any equipment that they believe is imperative to the success of their assignments, including the acquisition of other personnel.

Daily Duties

Operative duties are complex and diverse. Only Marines have 'normalcy' when handling daily tasks and responsibilities (Daily Duties / Duties). Duties are carried out under Code Green conditions. If any other Code is active, or if the garrison is on deployment, they abide by set procedures.

Marines are responsible for numerous tasks. Some of those tasks are...

  • Patrol assigned areas.
  • Engage elements at random, challenging their presence and ensuring personnel are not where they do not belong (a trooper idling in the Engine room).
  • Respond to distress calls involving moderate to serious threats, excluding calls that involve NJP-level incidents where an NCO is already on station.
  • Attending or conducting courses designed to improve efficiency (fast-response scenario trainings, certification courses, physical fitness sessions, Personal Security courses).
  • Enforcing Federal Pride; act of engaging individuals to ensure Federation respect and presence is maintained.
